They discussed the topics in their report to the SOA Board of Governors that related to a description of the current profession, the demand for actuaries in the 21st Century, what actuaries will be doing in the 21st Century, and implications for the selection, education, and training of actuaries. Description: Last March, Congress passed and the President signed the Patient Protection and Affordable Care Act followed by the Health Care and Education Reconciliation Act, which amended the former collectively, the “Act”. The article provides a brief background on the passage of the Act generally and the creation of the new Investment Income Tax in particular compares the existing provisions of the HI tax with the newly enacted provisions, and it then analyzes the import of the Investment Income Tax for annuities and, possibly, life insurance contracts. The article concludes with thoughts on the potential effect of the new tax on the annuity marketplace.

Description: This report, from the Society of Actuaries [SOA] ‘Experience Studies – Individual Annuities,’ was prepared by the SOA Task Force on Mortality Guarantees in Variable Products. This study of mortality on deferred variable annuities over the period 1991-1995 was designed to test the adequacy of the 1994 MGDB Valuation Mortality Table to cover presumed extra mortality on variable annuities [Vas] with Substantial Minimum Guaranteed Death Benefits [MGDBs] as compared with VAs with Minimal MGDBs. A parallel study of fixed annuity experience was carried out as a control. In addition to report includes a six page document of instructions to participating companies.

Description: Essay reforming uninsured health care.

Description: Presented at the Living to 100 Symposium, January 2011. Long-term care LTC insurance is frequently not covered by national social insurance programs. When costs are expressed as a percentage of gross domestic product, the future burden of financing LTC would not lead to unbearable tax levels and is not particularly large in comparison to the projected costs for pensions and health care. After identifying the breadth of definitions of LTC needs, it is argued that LTC is an insurable risk. The paper concludes that LTC social insurance is affordable in developed countries.

Description: Healthcare costs have been rising faster than general inflation for many years. Early models that predicted this past pattern projected healthcare expenditure growth that continued to outpace total expenditure growth leading to the fallacious position that the whole of the US economy would ultimately be consumed by healthcare. This paper presents a long term healthcare trends resource model, prepared for the Society of Actuaries by Professor Thomas Getzen, that includes capacity constraints to ensure the long-term projection is rational. The motivation for creation of the model was driven by its potential usage as a resource for the estimation of reportable liabilities for retiree healthcare benefits as specified under FAS 106 and GASB 45 accounting statements.
